The City of Boulder is committed to making homes in our community available to a variety of people. We offer opportunities for homeownership to those with low, moderate, and middle incomes. It has recommended setting a countywide goal of having 12 percent of the region’s total housing inventory permanently affordable to low-moderate and middle-income households by 2035 – about 12,000 affordable homes. Permanently Affordable (PA) homes are regulated by The City of Boulder. The goal is to create housing stock that allows anyone to afford to live and work in the City of Boulder. There are strict income guidelines to qualify for this unique program. Boulder’s Permanently Affordable Home Program allows low- and middle-income residents to buy homes well below market value; but it doesn’t control HOA fees, which are rising in some affordable housing units.
